Fairness of the Egyptian State Budget Budget of The Fiscal Year 2010-2011 , A Model for Favoring Large Capitalism to The Economic and Social Rights of The Poor And Middle Class

In March 2010, ECESR launched the series “Social Justice”, in which ECESR attempts to engage with social and economic issues in order to reveal the governmental policies and practices that defy social justice.

The first title in the series was , Justice of Tax  ,a book that detailed the development of  tax revenue from 2005 to 2009. The book compared  the tax collected from laborers and employees to that collected from entrepreneurs and finally compared Egypt tax figures to those of 23 countries.

Today , ECESR releases the second title of the series , Fairness of the State Budget. The author , Ahmed ElSayed ElNaggar, a veteran economic researcher, reviews and comments on the budget of the Egyptian State of the FY 2010- 2011. He reveals that this budget declines on the poor and middle class and encroaches on their rights. The budget review comes in three sections:

First : Revenues and expenses : slow growth in current prices and retreat in fixed prices.

Second : The poor and middle class finance the state budget.

Third : Public Spending : Distribution and beneficiaries.

At the end , there is an annex , where some tables of the budget of the FY 2010- 2011 are published as well as the full text of the ruling that was obtained by ECESR for  minimum wage. The ruling is binding to the president , the PM and the minister of planning according to their post as chairman of the national council for wages to provide a minimum wage for workers in order to lead a decent life.

We wish this book will help researchers , human rights activists and politicians understand get a clear picture of the policies and rules of setting this budget and the prejudices within . This may lead to recognize shortcomings of  the budget  regarding social justice and help researchers identify cases they should work on and their priority.
