Cairo Governorate Enforces Rulings For Al-Azhar Tunnel Workers

Cairo Governorate has acted on the rulings issued by the Administrative Court of the State Council for several workers of Al-Azhar Tunnel in Case No. 1049 of Year 70. This case was filed by lawyers from the Egyptian Center, representing one of the employees against the Governor of Cairo and others. The ruling confirms their right to receive financial treatment based on the starting salary level specified in the Personnel Regulations of the National Authority for Tunnels.
In 2008, the employment of Al-Azhar Tunnel staff, including the plaintiff and 380 other workers, was transferred from the National Authority for Tunnels to Cairo Governorate. The same financial regulations of the authority were maintained for them, in accordance with the decision made by the High Committee for the Handover of Al-Azhar Tunnel Management to Cairo Governorate. This decision outlined that employees of the Al-Azhar Tunnel vehicle operations would continue to be treated under the same financial terms as they were under the authority’s rules.
The plaintiff, who had worked with the National Authority for Tunnels on a temporary contract from 2003 to 2008, was transferred to Cairo Governorate after the handover of the Al-Azhar Tunnel vehicle operations. Following his permanent position within the now Cairo-managed Al-Azhar Tunnel unit in 2011, he continued to receive the same financial treatment as other employees of the National Authority for Tunnels until an implicit decision by the governor to reduce his allowances.
This ruling, along with previous similar decisions secured by the Egyptian Center on behalf of Al-Azhar Tunnel employees, underscores the state’s commitment to ensuring equal opportunities for all citizens without discrimination. It also highlights the state’s responsibility to provide fair compensation for all workers, protecting their rights and freedoms while advancing measures to improve their living standards.
Furthermore, the ruling solidifies the right of employees to retain their allowances as a personal entitlement, based on the decisions that initially granted those allowances.
