Judgment Ordering a Labor Institution to Pay EGP 242,000 in Outstanding Employment Entitlements
The Egyptian Center for Economic and Social Rights ECESR obtained a judicial ruling ordering the Cultural Labor Institution and the Labor University to pay an amount of EGP 242,000 in favor of Osama A. A., representing his outstanding financial entitlements that remained unpaid throughout the duration of his employment with the institution.
The facts of the case establish that the claimant was appointed to the Cultural Labor Institution pursuant to an appointment decision issued in 1985, holding the position of General Director at the institution, with a gross monthly salary of EGP 6,213. His service terminated upon reaching the statutory retirement age on 25 June 2022.
During his entire period of service with the Cultural Labor Institution, the claimant was unable to avail himself of his annual leave. He formally requested payment of the cash equivalent of his accrued and unused annual leave balance that had not been exhausted prior to the termination of his employment; however, the institution refused to disburse the corresponding amount.
The claimant’s inability to take his annual leave was attributable to the defendant’s refusal to grant such leave, in addition to work-related exigencies, thereby establishing his legal entitlement to monetary compensation in lieu of the accrued leave balance.
Furthermore, the institution failed to pay the claimant his periodic annual increments, special increments, and the resulting increment differentials commencing from 2016, and refrained from paying the end-of-service gratuity. Consequently, the claimant initiated the present action to claim his outstanding financial entitlements, which was registered under Case No. 2175 of Judicial Year 2025.
Following the exchange of pleadings and deliberation over multiple hearings, and at the session held on 26 November 2025, the court rendered its judgment ordering the Cultural Labor Institution and the Labor University, jointly, to pay the sum of EGP 242,000, representing the claimant’s unpaid financial entitlements accrued during his period of service with the institution.
