{"id":770749,"date":"2014-11-04T19:13:40","date_gmt":"2014-11-04T17:13:40","guid":{"rendered":"https:\/\/wordpress-1226656-4371204.cloudwaysapps.com\/mans25\/?p=770749"},"modified":"2024-06-07T05:24:34","modified_gmt":"2024-06-07T02:24:34","slug":"after-threats-egyptian-human-rights-organization-decide-not-to-participate-in-upr","status":"publish","type":"post","link":"https:\/\/ecesr.org\/en\/after-threats-egyptian-human-rights-organization-decide-not-to-participate-in-upr\/","title":{"rendered":"After Threats, Egyptian Human Rights Organization Decide Not to Participate in UPR"},"content":{"rendered":"<h3 id=\"E78\"><span id=\"E82\" class=\"qowt-font5-Calibri\">As a result of a d<\/span><span id=\"E84\" class=\"qowt-font5-Calibri\">irect t<\/span><span id=\"E86\" class=\"qowt-font5-Calibri\">hreat to their w<\/span><span id=\"E88\" class=\"qowt-font5-Calibri\">ork:\u00a0<\/span>Egyptian human rights organizations have decided n<span id=\"E90\" class=\"qowt-font5-Calibri\">ot to participa<\/span><span id=\"E91\" class=\"qowt-font5-Calibri\">te in Egypt\u2019s UPR before the UN<\/span><\/h3>\n<p id=\"E94\" style=\"text-align: justify;\"><span id=\"E95\" class=\"qowt-font1-TimesNewRoman\">The review of Egypt\u2019s human rights record over the past four years will <\/span><span id=\"E96\" class=\"qowt-font1-TimesNewRoman\">begin this week as part of the <\/span><span id=\"E97\" class=\"qowt-font1-TimesNewRoman\">Human Rights Council\u2019s <\/span><span id=\"E98\" class=\"qowt-font1-TimesNewRoman\">Unive<\/span><span id=\"E99\" class=\"qowt-font1-TimesNewRoman\">rsal Periodic Review in Geneva.<\/span><\/p>\n<p id=\"E100\" style=\"text-align: justify;\"><span id=\"E101\" class=\"qowt-font1-TimesNewRoman\">T<\/span><span id=\"E102\" class=\"qowt-font1-TimesNewRoman\">he undersigned human rights organizations have decided not to participate in any of the UPR\u2019s proceedings in fear that their participation might result in repri<\/span><span id=\"E103\" class=\"qowt-font1-TimesNewRoman\">sal or<\/span><span id=\"E104\" class=\"qowt-font1-TimesNewRoman\"> possible<\/span><span id=\"E105\" class=\"qowt-font1-TimesNewRoman\"> persecution. This<\/span><span id=\"E106\" class=\"qowt-font1-TimesNewRoman\"> fear is especial<\/span><span id=\"E107\" class=\"qowt-font1-TimesNewRoman\">ly pertinent in the context of the<\/span><span id=\"E108\" class=\"qowt-font1-TimesNewRoman\"> hostile <\/span><span id=\"E109\" class=\"qowt-font1-TimesNewRoman\">climate in which they work<\/span><span id=\"E110\" class=\"qowt-font1-TimesNewRoman\">. Several organizations have cancelled their side-events and conferences <\/span><span id=\"E111\" class=\"qowt-font1-TimesNewRoman\">at the UPR session.<\/span><\/p>\n<div class=\"qowt-page-container\">\n<div id=\"E-7\" class=\"qowt-section qowt-eid-E77\">\n<p id=\"E112\" style=\"text-align: justify;\"><span id=\"E113\" class=\"qowt-font1-TimesNewRoman\">The UPR comes 5 days before the expiration of <\/span><span id=\"E114\" class=\"qowt-font1-TimesNewRoman\">the government\u2019s ultimatum for \u201c<\/span><span id=\"E115\" class=\"qowt-font1-TimesNewRoman\">non-registered entities\u201d to register under the repressive Law 84\/2002 by November 10.<\/span><span id=\"E116\" class=\"qowt-font1-TimesNewRoman\"> A number of organizations have attempted to open <\/span><span id=\"E117\" class=\"qowt-font1-TimesNewRoman\">dialogue<\/span><span id=\"E118\" class=\"qowt-font1-TimesNewRoman\">with the government and meet with the <\/span><a id=\"E119\" class=\"qowt-field qowt-field-hyperlink\" contenteditable=\"false\" href=\"http:\/\/www.cihrs.org\/?p=8976&amp;lang=en\" target=\"_blank\" rel=\"noopener\"><span id=\"E120\" class=\"qowt-font1-TimesNewRoman qowt-stl-Hyperlink\">p<\/span><span id=\"E121\" class=\"qowt-font1-TimesNewRoman qowt-stl-Hyperlink\">rime minister<\/span><\/a><span id=\"E122\" class=\"qowt-font1-TimesNewRoman\"> to discuss withdrawing the <\/span><span id=\"E123\" class=\"qowt-font1-TimesNewRoman\">ultimatum<\/span><span id=\"E124\" class=\"qowt-font1-TimesNewRoman\"> and delaying it<\/span><span id=\"E125\" class=\"qowt-font1-TimesNewRoman\"> until a new law is<\/span><span id=\"E126\" class=\"qowt-font1-TimesNewRoman\"> put in place that concords with the constitution and Egypt\u2019s international obligations. In this<\/span><span id=\"E127\" class=\"qowt-font1-TimesNewRoman\">case, <\/span><span id=\"E128\" class=\"qowt-font1-TimesNewRoman\">organizations<\/span><span id=\"E129\" class=\"qowt-font1-TimesNewRoman\"> could<\/span><span id=\"E130\" class=\"qowt-font1-TimesNewRoman\"> register under the new<\/span><span id=\"E131\" class=\"qowt-font1-TimesNewRoman\"> democratic<\/span><span id=\"E132\" class=\"qowt-font1-TimesNewRoman\"> law, or they would be allowed to continue <\/span><span id=\"E133\" class=\"qowt-font1-TimesNewRoman\">to<\/span><span id=\"E134\" class=\"qowt-font1-TimesNewRoman\"> work with the understanding that there would be reforms in the laws that govern their work. <\/span><span id=\"E135\" class=\"qowt-font1-TimesNewRoman\">The government met civil society\u2019s attempts at dialogue<\/span><span id=\"E136\" class=\"qowt-font1-TimesNewRoman\">, however,<\/span><span id=\"E137\" class=\"qowt-font1-TimesNewRoman\"> <\/span><span id=\"E138\" class=\"qowt-font1-TimesNewRoman\">with cold indifference<\/span><span id=\"E139\" class=\"qowt-font1-TimesNewRoman\">. <\/span><span id=\"E140\" class=\"qowt-font1-TimesNewRoman\">In fact,<\/span><span id=\"E141\" class=\"qowt-font1-TimesNewRoman\">on 26 October, <\/span><span id=\"E142\" class=\"qowt-font1-TimesNewRoman\">the government published another <\/span><span id=\"E143\" class=\"qowt-font1-TimesNewRoman\">announcement<\/span><span id=\"E144\" class=\"qowt-font1-TimesNewRoman\"> in <\/span><span id=\"E145\" class=\"qowt-font1-TimesNewRoman\">al-<\/span><span id=\"E147\" class=\"qowt-font1-TimesNewRoman\">Ahram<\/span><span id=\"E149\" class=\"qowt-font1-TimesNewRoman\"> newspaper <\/span><span id=\"E150\" class=\"qowt-font1-TimesNewRoman\">affirming that a delay or an extension of the ultimatum was not a matter up for negotiation. Law 84\/2002 on associations, which the government is seeking to<\/span><span id=\"E151\" class=\"qowt-font1-TimesNewRoman\"> forcibly<\/span><span id=\"E152\" class=\"qowt-font1-TimesNewRoman\"> impos<\/span><span id=\"E153\" class=\"qowt-font1-TimesNewRoman\">e on human rights <\/span><span id=\"E154\" class=\"qowt-font1-TimesNewRoman\">organizations,<\/span><span id=\"E155\" class=\"qowt-font1-TimesNewRoman\"><\/span><span id=\"E156\" class=\"qowt-font1-TimesNewRoman\">circumvent<\/span><span id=\"E157\" class=\"qowt-font1-TimesNewRoman\">s<\/span><span id=\"E158\" class=\"qowt-font1-TimesNewRoman\"> Article 75 of the 2014 c<\/span><span id=\"E159\" class=\"qowt-font1-TimesNewRoman\">onstitution. <\/span><span id=\"E160\" class=\"qowt-font1-TimesNewRoman\">By <\/span><span id=\"E161\" class=\"qowt-font1-TimesNewRoman\">imposing it<\/span><span id=\"E162\" class=\"qowt-font1-TimesNewRoman\">,<\/span><span id=\"E163\" class=\"qowt-font1-TimesNewRoman\"> the Egyptian<\/span><span id=\"E164\" class=\"qowt-font1-TimesNewRoman\">state <\/span><span id=\"E165\" class=\"qowt-font1-TimesNewRoman\">has failed to meet its obligations, which it accepted in Egypt\u2019s UPR in 2010, to reform the law <\/span><span id=\"E166\" class=\"qowt-font1-TimesNewRoman\">to<\/span><span id=\"E167\" class=\"qowt-font1-TimesNewRoman\"> give more freedom to civil society.<\/span><\/p>\n<p id=\"E168\" style=\"text-align: justify;\"><span id=\"E169\" class=\"qowt-font1-TimesNewRoman\">T<\/span><span id=\"E170\" class=\"qowt-font1-TimesNewRoman\">he undersigned organizations have decided<\/span><span id=\"E171\" class=\"qowt-font1-TimesNewRoman\">, therefore,<\/span><span id=\"E172\" class=\"qowt-font1-TimesNewRoman\"> to support the\u00a0<\/span><a id=\"E173\" class=\"qowt-field qowt-field-hyperlink\" contenteditable=\"false\" href=\"http:\/\/www.cihrs.org\/?p=9742&amp;lang=en\" target=\"_blank\" rel=\"noopener\"><span id=\"E174\" class=\"qowt-font1-TimesNewRoman qowt-stl-Hyperlink\">recommendations<\/span><\/a><span id=\"E175\" class=\"qowt-font1-TimesNewRoman\"> submitted by <\/span><span id=\"E176\" class=\"qowt-font1-TimesNewRoman\">the Forum of Egyptian I<\/span><span id=\"E177\" class=\"qowt-font1-TimesNewRoman\">ndependent <\/span><span id=\"E178\" class=\"qowt-font1-TimesNewRoman\">Human Rights Organizations <\/span><span id=\"E179\" class=\"qowt-font1-TimesNewRoman\">to the UPR<\/span><span id=\"E180\" class=\"qowt-font1-TimesNewRoman\">. The undersigned organizations <\/span><span id=\"E181\" class=\"qowt-font1-TimesNewRoman\">deeply regret their withdrawal from the UPR process<\/span><span id=\"E182\" class=\"qowt-font1-TimesNewRoman\">, especially so because<\/span><span id=\"E183\" class=\"qowt-font1-TimesNewRoman\"> they see it as a<\/span><span id=\"E184\" class=\"qowt-font1-TimesNewRoman\"> unique <\/span><span id=\"E185\" class=\"qowt-font1-TimesNewRoman\">opportunity to open<\/span><span id=\"E186\" class=\"qowt-font1-TimesNewRoman\"> a constructive<\/span><span id=\"E187\" class=\"qowt-font1-TimesNewRoman\"> <\/span><span id=\"E188\" class=\"qowt-font1-TimesNewRoman\">dialogue<\/span><span id=\"E189\" class=\"qowt-font1-TimesNewRoman\">, with the\u00a0<\/span><span id=\"E190\" class=\"qowt-font1-TimesNewRoman\">participation<\/span><span id=\"E191\" class=\"qowt-font1-TimesNewRoman\"> of the UN, with the Egyptian government on a number of issues to improve the state of human rights in Egypt and to help it build strategies to improve human rights in the next four years. <\/span><span id=\"E192\" class=\"qowt-font1-TimesNewRoman\">We deeply regret that the<\/span><span id=\"E193\" class=\"qowt-font1-TimesNewRoman\">Egyptia<\/span><span id=\"E194\" class=\"qowt-font1-TimesNewRoman\">n <\/span><span id=\"E195\" class=\"qowt-font1-TimesNewRoman\">government<\/span><span id=\"E196\" class=\"qowt-font1-TimesNewRoman\">, however, sees this<\/span><span id=\"E197\" class=\"qowt-font1-TimesNewRoman\"> process<\/span><span id=\"E198\" class=\"qowt-font1-TimesNewRoman\"> as an attempt <\/span><span id=\"E199\" class=\"qowt-font1-TimesNewRoman\">t<\/span><span id=\"E200\" class=\"qowt-font1-TimesNewRoman\">o undermine its reputation.<\/span><\/p>\n<p id=\"E201-owchain-0\" style=\"text-align: justify;\" data-ow-chain=\"orphan\"><span id=\"E202\" class=\"qowt-font1-TimesNewRoman\">The undersigned organi<\/span><span id=\"E204\" class=\"qowt-font1-TimesNewRoman\">zations see a stark difference between<\/span><span id=\"E205\" class=\"qowt-font1-TimesNewRoman\"> the<\/span><span id=\"E206\" class=\"qowt-font1-TimesNewRoman\">government\u2019s<\/span><span id=\"E207\" class=\"qowt-font1-TimesNewRoman\"> preparations for the UPR this year <\/span><span id=\"E208\" class=\"qowt-font1-TimesNewRoman\">and the<\/span><span id=\"E209\" class=\"qowt-font1-TimesNewRoman\"> <\/span><span id=\"E210\" class=\"qowt-font1-TimesNewRoman\">government\u2019s<\/span><span id=\"E211\" class=\"qowt-font1-TimesNewRoman\"><\/span><span id=\"E212\" class=\"qowt-font1-TimesNewRoman\">preparations<\/span><span id=\"E213-owchain-0\" class=\"qowt-font1-TimesNewRoman\" data-ow-chain=\"orphan\"> for the URP in\u00a0<\/span><span id=\"E213-owchain-1\" class=\"qowt-font1-TimesNewRoman\" data-ow-chain=\"widow\">2010. T<\/span><span id=\"E214\" class=\"qowt-font1-TimesNewRoman\">he<\/span><span id=\"E215\" class=\"qowt-font1-TimesNewRoman\"> committee t<\/span><span id=\"E216\" class=\"qowt-font1-TimesNewRoman\">asked with writing the<\/span><span id=\"E217\" class=\"qowt-font1-TimesNewRoman\">government <\/span><span id=\"E218\" class=\"qowt-font1-TimesNewRoman\">report for the UPR<\/span><span id=\"E219\" class=\"qowt-font1-TimesNewRoman\"> in 2010<\/span><span id=\"E220\" class=\"qowt-font1-TimesNewRoman\"> reached out to human rights organisations, including some of the undersigned organisations, seeking consult<\/span><span id=\"E221\" class=\"qowt-font1-TimesNewRoman\">ations about its report and <\/span><span id=\"E222\" class=\"qowt-font1-TimesNewRoman\">asking for <\/span><span id=\"E223\" class=\"qowt-font1-TimesNewRoman\">advise about the<\/span><span id=\"E224\" class=\"qowt-font1-TimesNewRoman\">recommendations it should accept. The committee tasked with writing the government\u2019s report<\/span><span id=\"E225\" class=\"qowt-font1-TimesNewRoman\"> this year did not seek<\/span><span id=\"E226\" class=\"qowt-font1-TimesNewRoman\"> meetings with human rights organisations, <\/span><span id=\"E227\" class=\"qowt-font1-TimesNewRoman\">feeling it<\/span><span id=\"E228\" class=\"qowt-font1-TimesNewRoman\"> suffi<\/span><span id=\"E229\" class=\"qowt-font1-TimesNewRoman\">cient<\/span><span id=\"E230\" class=\"qowt-font1-TimesNewRoman\"> to meet once with a<\/span><span id=\"E231\" class=\"qowt-font1-TimesNewRoman\"> few<\/span><span id=\"E232\" class=\"qowt-font1-TimesNewRoman\"> select <\/span><span id=\"E233\" class=\"qowt-font1-TimesNewRoman\">rights<\/span><span id=\"E234\" class=\"qowt-font1-TimesNewRoman\"> or<\/span><span id=\"E235\" class=\"qowt-font1-TimesNewRoman\">ganisations and members of the National C<\/span><span id=\"E236\" class=\"qowt-font1-TimesNewRoman\">ouncil for <\/span><span id=\"E237\" class=\"qowt-font1-TimesNewRoman\">Human Rights<\/span><span id=\"E238\" class=\"qowt-font1-TimesNewRoman\"> <\/span><span id=\"E239\" class=\"qowt-font1-TimesNewRoman\">one week before the UPR session. <\/span><span id=\"E240\" class=\"qowt-font1-TimesNewRoman\">Contrary to its obligations, the government of Egypt <\/span><span id=\"E241\" class=\"qowt-font1-TimesNewRoman\">did not <\/span><span id=\"E242\" class=\"qowt-font1-TimesNewRoman\">attempt to contact<\/span><span id=\"E243\" class=\"qowt-font1-TimesNewRoman\">the undersigned organisations in the process of writing the gov<\/span><span id=\"E244\" class=\"qowt-font1-TimesNewRoman\">ern<\/span><span id=\"E245\" class=\"qowt-font1-TimesNewRoman\">ment\u2019s report.<\/span><\/p>\n<\/div>\n<\/div>\n<div class=\"qowt-page-container\">\n<div id=\"E-8\" class=\"qowt-section qowt-eid-E77\">\n<p id=\"E246\" style=\"text-align: justify;\"><span id=\"E247\" class=\"qowt-font1-TimesNewRoman\">Egypt\u2019s <\/span><div style=\"margin-bottom: 20px;\">\r\n                        <a id=\"E248\" class=\"qowt-field qowt-field-hyperlink\" contenteditable=\"false\" href=\"http:\/\/www.ohchr.org\/EN\/HRBodies\/UPR\/Pages\/EGsession7.aspx\" target=\"_blank\" rel=\"noopener\"><span id=\"E249\" class=\"qowt-font1-TimesNewRoman qowt-stl-Hyperlink\">last UPR<\/span><\/a><span id=\"E250\" class=\"qowt-font1-TimesNewRoman\"> was held in <\/span><span id=\"E251\" class=\"qowt-font1-TimesNewRoman\">February<\/span><span id=\"E252\" class=\"qowt-font1-TimesNewRoman\"> 2010, during which a number of coalitions in human rights and development work at the time presented reports setting out the <\/span><a id=\"E253\" class=\"qowt-field qowt-field-hyperlink\" contenteditable=\"false\" href=\"http:\/\/www.cihrs.org\/?p=5695&amp;lang=en\" target=\"_blank\" rel=\"noopener\"><span id=\"E254\" class=\"qowt-font1-TimesNewRoman qowt-stl-Hyperlink\">priorities<\/span><\/a><span id=\"E255\" class=\"qowt-font1-TimesNewRoman\"> that should be <\/span><span id=\"E256\" class=\"qowt-font1-TimesNewRoman\">incumbent on<\/span><span id=\"E257\" class=\"qowt-font1-TimesNewRoman\"> the state<\/span><span id=\"E258\" class=\"qowt-font1-TimesNewRoman\"> in the<\/span><span id=\"E259\" class=\"qowt-font1-TimesNewRoman\"> following four years. <\/span><span id=\"E260\" class=\"qowt-font1-TimesNewRoman\">Almost a <\/span><span id=\"E261\" class=\"qowt-font1-TimesNewRoman\">year<\/span><span id=\"E262\" class=\"qowt-font1-TimesNewRoman\"> ago<\/span><span id=\"E263\" class=\"qowt-font1-TimesNewRoman\">, in the same context<\/span><span id=\"E264\" class=\"qowt-font1-TimesNewRoman\"> of reviewing Egypt\u2019s periodic report before the Committee on Economic Social and Cultural Rights<\/span><span id=\"E265\" class=\"qowt-font1-TimesNewRoman\">, a number of civil society organisations presented<\/span><span id=\"E266\" class=\"qowt-font1-TimesNewRoman\">concrete <\/span><a id=\"E267\" class=\"qowt-field qowt-field-hyperlink\" contenteditable=\"false\" href=\"https:\/\/ecesr.org\/en\/wp-content\/uploads\/2013\/10\/Egypt_CESCR_Joint_report_English.pdf\" target=\"_blank\" rel=\"noopener\"><span id=\"E268\" class=\"qowt-font1-TimesNewRoman qowt-stl-Hyperlink\">recommendations<\/span><\/a>\r\n                        <br>\r\n                        <embed src=\"http:\/\/www.ohchr.org\/EN\/HRBodies\/UPR\/Pages\/EGsession7.aspx\" target=\"_blank\" rel=\"noopener\"><span id=\"E249\" class=\"qowt-font1-TimesNewRoman qowt-stl-Hyperlink\">last UPR<\/span><\/a><span id=\"E250\" class=\"qowt-font1-TimesNewRoman\"> was held in <\/span><span id=\"E251\" class=\"qowt-font1-TimesNewRoman\">February<\/span><span id=\"E252\" height=\"600px\" \/>\r\n                    <\/div><span id=\"E269\" class=\"qowt-font1-TimesNewRoman\"> pertaining to respect for human rights and achieving developments goals. One recommendation, for example, called on Egypt to guarantee <\/span><span id=\"E270\" class=\"qowt-font1-TimesNewRoman\">the provision of a more geographically equitable distribution of social services, such as health, housing, and education, in the annual budget. The organisations also called on Egypt to commit to its obligations to address the uninterrupted increase in poverty rates and to plan ways to reduce <\/span><span id=\"E271\" class=\"qowt-font1-TimesNewRoman\">the <\/span><span id=\"E272\" class=\"qowt-font1-TimesNewRoman\">poverty rate<\/span><span id=\"E273\" class=\"qowt-font1-TimesNewRoman\">, which at the time<\/span><span id=\"E274\" class=\"qowt-font1-TimesNewRoman\"> stood at 26%<\/span><span id=\"E275\" class=\"qowt-font1-TimesNewRoman\">. Other recommendations were also made, which the <\/span><span id=\"E276\" class=\"qowt-font1-TimesNewRoman\">organisations<\/span><span id=\"E277\" class=\"qowt-font1-TimesNewRoman\"> hoped would be <\/span><span id=\"E278\" class=\"qowt-font1-TimesNewRoman\">committed to through <\/span><span id=\"E279\" class=\"qowt-font1-TimesNewRoman\">the <\/span><span id=\"E280\" class=\"qowt-font1-TimesNewRoman\">UPR process.<\/span><\/p>\n<p id=\"E281\" style=\"text-align: justify;\"><span id=\"E282\" class=\"qowt-font1-TimesNewRoman\">The undersigned Egyptian i<\/span><span id=\"E283\" class=\"qowt-font1-TimesNewRoman\">ndependent rights organizations view the UPR, which al<\/span><span id=\"E284\" class=\"qowt-font1-TimesNewRoman\">l UN member states are subject<\/span><span id=\"E285\" class=\"qowt-font1-TimesNewRoman\"> to, as an opportunity <\/span><span id=\"E286\" class=\"qowt-font1-TimesNewRoman\">for governments and different civil society organisations <\/span><span id=\"E287\" class=\"qowt-font1-TimesNewRoman\">to engage, before all states including Egypt, in constructive dialogue<\/span><span id=\"E288\" class=\"qowt-font1-TimesNewRoman\">, and which lead<\/span><span id=\"E289\" class=\"qowt-font1-TimesNewRoman\">s<\/span><span id=\"E290\" class=\"qowt-font1-TimesNewRoman\"> to a set of recommendations that would encourage states to respect human rights.<\/span><\/p>\n<p id=\"E291\" style=\"text-align: justify;\"><span id=\"E292\" class=\"qowt-font1-TimesNewRoman\">The hum<\/span><span id=\"E293\" class=\"qowt-font1-TimesNewRoman\">an rights situation in Egypt can<\/span><span id=\"E294\" class=\"qowt-font1-TimesNewRoman\">not be separated from the goals of stability and development, which all Egyptians<\/span><span id=\"E295\" class=\"qowt-font1-TimesNewRoman\">, the people and their government,<\/span><span id=\"E296\" class=\"qowt-font1-TimesNewRoman\"> <\/span><span id=\"E297\" class=\"qowt-font1-TimesNewRoman\">aspire <\/span><span id=\"E298\" class=\"qowt-font1-TimesNewRoman\">to.<\/span><span id=\"E299\" class=\"qowt-font1-TimesNewRoman\"> Political rights str<\/span><span id=\"E300\" class=\"qowt-font1-TimesNewRoman\">engthen<\/span><span id=\"E301\" class=\"qowt-font1-TimesNewRoman\"> a sense of citizenship, participation, stability, and the legitimacy of the ruling regime. Economic rights <\/span><span id=\"E302\" class=\"qowt-font1-TimesNewRoman\">enhance <\/span><span id=\"E303\" class=\"qowt-font1-TimesNewRoman\">a citizen\u2019s capacity to attain a dignified life,<\/span><span id=\"E304\" class=\"qowt-font1-TimesNewRoman\"> and engage in <\/span><span id=\"E305\" class=\"qowt-font1-TimesNewRoman\">work and production, and can result in a genuine victory over terrorism, poverty, and marginalization.<\/span><\/p>\n<p id=\"E306\" style=\"text-align: justify;\"><span id=\"E307\" class=\"qowt-font1-TimesNewRoman\">We, the undersigned organisations, affirm that civil society organisations have an important role to play in<\/span><span id=\"E308\" class=\"qowt-font1-TimesNewRoman\">preserving<\/span><span id=\"E309\" class=\"qowt-font1-TimesNewRoman\"> the link between the government and citizens and <\/span><span id=\"E310\" class=\"qowt-font1-TimesNewRoman\">in <\/span><span id=\"E311\" class=\"qowt-font1-TimesNewRoman\">strengthening transparency, accountability, and the fight <\/span><span id=\"E312\" class=\"qowt-font1-TimesNewRoman\">against<\/span><span id=\"E313\" class=\"qowt-font1-TimesNewRoman\"> corruption.<\/span><\/p>\n<div class=\"brdr\"><\/div>\n<h3 id=\"E314\"><span id=\"E315\" class=\"qowt-font1-TimesNewRoman\">Background<\/span><\/h3>\n<h4><span id=\"E315\" class=\"qowt-font1-TimesNewRoman\">on Egypt\u2019s involvement in the UPR process:<\/span><\/h4>\n<p id=\"E316-owchain-0\" style=\"text-align: justify;\" data-ow-chain=\"orphan\"><span id=\"E317\" class=\"qowt-font1-TimesNewRoman\">The UPR is one the unique mechanisms of the UN Human Rights Council, which in turn<\/span><span id=\"E318\" class=\"qowt-font1-TimesNewRoman\">s<\/span><span id=\"E319\" class=\"qowt-font1-TimesNewRoman\">, each member state i<\/span><span id=\"E320\" class=\"qowt-font1-TimesNewRoman\">s subject to, and through which<\/span><span id=\"E321\" class=\"qowt-font1-TimesNewRoman\"> political, economic, social, <\/span><span id=\"E322-owchain-0\" class=\"qowt-font1-TimesNewRoman\" data-ow-chain=\"orphan\">and cultural rights situations are reviewed. At the end of the review, a set of<\/span><\/p>\n<\/div>\n<\/div>\n<div class=\"qowt-page-container\">\n<div id=\"E-9\" class=\"qowt-section qowt-eid-E77\">\n<p id=\"E316-owchain-1\" style=\"text-align: justify;\" data-ow-chain=\"widow\"><span id=\"E322-owchain-1\" class=\"qowt-font1-TimesNewRoman\" data-ow-chain=\"widow\">recommendations are proposed, and each state is expected to apply the recommenda<\/span><span id=\"E324\" class=\"qowt-font1-TimesNewRoman\">tions before their next review.<\/span><\/p>\n<p id=\"E325\" style=\"text-align: justify;\"><span id=\"E326\" class=\"qowt-font1-TimesNewRoman\">Facilitating<\/span><span id=\"E327\" class=\"qowt-font1-TimesNewRoman\"> the UPR session is a committee of three states \u2013 the Troika \u2013 (the states change with each UPR session). Egypt\u2019s UPR session will be <\/span><span id=\"E328\" class=\"qowt-font1-TimesNewRoman\">facilitated<\/span><span id=\"E329\" class=\"qowt-font1-TimesNewRoman\"> by Saudi Arabia, the Ivory Coast, and Montenegro. The questions posed <\/span><span id=\"E330\" class=\"qowt-font1-TimesNewRoman\">during the session<\/span><span id=\"E331\" class=\"qowt-font1-TimesNewRoman\"> <\/span><span id=\"E332\" class=\"qowt-font1-TimesNewRoman\">are based on three main reports submitted on the situation of human rights in the state under review. The first report is the <\/span><span id=\"E334\" class=\"qowt-font1-TimesNewRoman\">government report<\/span><span id=\"E336\" class=\"qowt-font1-TimesNewRoman\">, which Egypt submitted to the Council in July 2014, the second report is that of the UN Special <\/span><span id=\"E338\" class=\"qowt-font1-TimesNewRoman\">Rapporteurs<\/span><span id=\"E340\" class=\"qowt-font1-TimesNewRoman\">, and the third is the combined reports (which the council collated) of civil society groups.<\/span><\/p>\n<p id=\"E341\" style=\"text-align: justify;\"><span id=\"E342\" class=\"qowt-font1-TimesNewRoman\">In the past, <\/span><span id=\"E343\" class=\"qowt-font1-TimesNewRoman\">Egypt has participated and facilitated the UPR of other member states, offering recommendations on a diverse set of issues. For example, it proposed recommendations to Holland, Pakistan, and India to provide sufficient resources to allow human rights organisations to work competently, independently, and to strengthen links between authorities and human rights organisations. Egypt also offered recommendations to Armenia regarding the protection of human rights defenders, and to the Philippines and the Czech Republic on combating torture in accordance with international law. To Brazil and Mexico, Egypt presented recommendations to improve<\/span><span id=\"E344\" class=\"qowt-font1-TimesNewRoman\"> the<\/span><span id=\"E345\" class=\"qowt-font1-TimesNewRoman\"> conditions<\/span><span id=\"E346\" class=\"qowt-font1-TimesNewRoman\"> of<\/span><span id=\"E347\" class=\"qowt-font1-TimesNewRoman\"> and over-crowding in prisons. To France, Egypt recommended that appropriate steps be taken against violations by the members of the security sector, to the<\/span><span id=\"E348\" class=\"qowt-font1-TimesNewRoman\"> US, it recommended that it respect the <\/span><span id=\"E349\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">International Covenant on <\/span><span id=\"E350\" class=\"qowt-font1-TimesNewRoman qowt-stl-Emphasis\">Civil<\/span><span id=\"E351\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\"> <\/span><span id=\"E352\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">and <\/span><span id=\"E353\" class=\"qowt-font1-TimesNewRoman qowt-stl-Emphasis\">Political Rights<\/span><span id=\"E354\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\"> in the <\/span><span id=\"E355\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">framework<\/span><span id=\"E356\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\"> of its battle against terror and to investigate<\/span><span id=\"E357\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\"> and pun<\/span><span id=\"E358\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">ish anyone who violates those rights. Bahrain, Holland, and Sweden were also offered recommendations by Egypt to develop their legal frameworks to increase respect for freedom of expression, and combat hate-speech. A program for combating poverty was Egypt\u2019s recommendation for Canada and Botswana, and to Liberia and Malawi, <\/span><span id=\"E359\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">Egypt\u2019s<\/span><span id=\"E360\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\"> recommendations pertained to the protection of the rights of the child and women. Egypt also made other recommendations that civil society currently proposes as important for <\/span><span id=\"E361\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">Egypt itself<\/span><span id=\"E362\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\"> to work towards achieving.<\/span><\/p>\n<p id=\"E363\" style=\"text-align: justify;\"><span id=\"E364\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">The UPR <\/span><span id=\"E365\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">examine<\/span><span id=\"E366\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">s the human rights situation of member states every four years. The UPR assesses the commitments, obligations and recommendations, accepted, and evaluates the state\u2019s efforts in safeguarding the rights of its citizens. Egypt committed to a number of recommendations during its first UPR in 2010, yet it has made no advances regarding them. Some of the recommendations committed to<\/span><span id=\"E367\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\"> by Egypt concerned torture, women\u2019s rights, strengthening freedom of expression, freedom of as<\/span><span id=\"E368\" class=\"qowt-font1-TimesNewRoman qowt-stl-st\">sembly, and religious freedoms.<\/span><\/p>\n<\/div>\n<\/div>\n<div class=\"qowt-page-container\">\n<div
