Signatories to this statement reject \u00a0the decision issued \u00a0by the Egyptian cabinet, on 23\/3\/2011 approving decree proposal to penalize \u2013under a state of emergency- \u00a0anyone who staged or participated\u00a0 in a protest , a sit-in or an assembly \u00a0that \u00a0impeded \u00a0or delayed\u00a0 work in public or private sectors as well as anyone who incited or called for or advocated by any means to commit the aforementioned crimes. The punishment shall be imprisonment and a fine of up to LE 500,000 or either of them.<\/p>\n

\n

The signatories\u00a0 state that \u00a0acts of protest ,demonstration and\u00a0 strike are not criminal, as described by the decision. Those acts are rights that workers have struggled for and are included in international agreements, signed and ratified by Egypt.<\/p>\n

\n

Authorities must \u00a0respect these rights, without diminution or waste. Authorities must also stop promoting stability as a sword of Domiciles in order to gradually \u00a0give in to compromises.\u00a0 Stability can never be the result of repressive laws and polices that seize freedoms and drag us 50 years back ,but rather come from rooting social justice principles as pillars of rule. Stability is sought by seeking to recognize rights of laborers and the poor and marginalized sectors and conducting social dialogue and group negotiations with vision and an implementation schedule.<\/p>\n

\n

The demands of Egypt’s workers, which they claimed over the past months were not attended to, on the contrary, the military junta ,the cabinet \u00a0and some political forces opposing to the rights of workers led \u00a0a fierce crackdown \u00a0to\u00a0 the turn the community against the labor class , where the labor rights were described as individual rights\u00a0 that should not be claimed at this moment although the labor\u00a0 social demands were declared everywhere a long time ago. The main six demands are :<\/p>\n

\n

\n

1 – Contracting employees who have been working temporarily\u00a0 for more than three years.<\/p>\n

\n

2 \u2013 Expulsion\u00a0 of\u00a0 chairmen and board members of institutions and banks involved in corruption in public funds or who are profiting from their \u00a0jobs<\/p>\n

3 \u2013 Lifting \u00a0arbitrary sanctions issued by official of\u00a0 companies against labor leaders, who exposed corruption . Laborers were\u00a0 either\u00a0 transferred \u00a0or reallocated or expelled.<\/p>\n

4 \u2013 Setting a minimum and maximum wage to\u00a0 reduce the differences \u00a0between incomes, to ensure a decent life for workers and such that wages \u00a0are in proportion with the prices of goods, services and the average dependency ratio in society<\/p>\n

5 – The right to independent trade unions<\/p>\n

6 \u2013 Amending the labor act to ensure the stability of labor relations and to achieve job security and limit the powers of the employer \u00a0regarding arbitrary dismissal.<\/p>\n

\n

The persistence in claiming these demands in more than 500 protest in all business sectors all over Egypt during February and March 2011 means that they are genuine demands and social and economic rights \u00a0that are fair for all workers of Egypt, and not only the demands of class or a category of a few workers.<\/p>\n

\n

Accomplishments of the \u00a0Egyptian working class throughout an honored history in times of peace and war in defense of this nation and its welfare \u00a0deserves respect and appreciation. In the past five years \u00a0the labor class led the largest protest wave in its history seeking dignity, freedom and social justice where they \u00a0exposed\u00a0 corruption in privatization deals and led the battle of pay equity \u00a0and claimed its legitimate right to organize independent trade union thus paved the way for \u00a0the Jan 25 revolution.<\/p>\n

\n

The signatories \u00a0to this statement announce \u00a0their rejection of the\u00a0 decree draft \u00a0and believe it is a setback for democracy, freedom and the revolution. Signatories call on the PM to withdraw this law \u00a0and state \u00a0that the only way to achieve stability is to promptly start a social dialogue on social policies and labor relations in Egypt. Signatories declare solidarity with the demands and rights of Egyptian workers, and call \u00a0to respond to them and declare a clear vision and an implementation schedule for those demands.<\/p>\n
