🔴 ECESR Mourns the Victims of the Tragic Minya Accident and Calls for Urgent Measures to Halt the Ongoing Loss of Workers’ Lives

⭕ The Egyptian Center for Economic and Social Rights (ECESR) expresses its profound sorrow and deep concern over the tragic accident that occurred on the Western Desert Road near the village of Tuna El-Gebel, in the Mallawi district of Minya Governorate. The incident resulted in the deaths of eight individuals and injuries to 25 others—most of whom were agricultural workers, including women and children.

⭕ Informal labor, which constitutes a substantial segment of Egypt’s workforce, frequently operates under conditions lacking occupational safety and social protection. These deficiencies render workers highly vulnerable to workplace hazards and accidents. The absence of social insurance and adequate healthcare provision compounds their hardship and leaves their families facing an uncertain and insecure future.

⭕ This is not an isolated incident. Similar accidents have occurred repeatedly, and the ongoing recurrence of such tragedies—without the adoption of decisive and preventative measures—raises serious concerns regarding the commitment of the relevant authorities to protecting the lives and rights of citizens.

⭕ The continued occurrence of such fatal accidents is a direct consequence of systemic failures, including insufficient oversight and the lack of a comprehensive national occupational safety and health strategy. This is particularly critical in the agricultural sector, where women, in particular, are subject to highly precarious working conditions, devoid of protective equipment or enforceable guarantees.

⭕ In March, the Ministry of Labor announced the disbursement of EGP 1.6 million in compensation to the families of eight informal workers who lost their lives in separate incidents across six governorates—an amount of EGP 200,000 per family.

🔴 المركز المصري ينعي ضحايا حادث المنيا المأساوي ويطالب بإجراءات عاجلة لوقف نزيف أرواح العمال

⭕ يعبر المركز المصري للحقوق الاقتصادية والاجتماعية عن بالغ حزنه وألمه إزاء الحادث المأساوي الذي وقع على الطريق الصحراوي الغربي بالقرب من قرية تونا الجبل بمركز ملوي في محافظة المنيا، حيث أسفر عن وفاة 8 أشخاص وإصابة 25 آخرين، أغلبهم من العمال والعاملات الزراعيين، ومن بينهم أطفال.

⭕ إن العمالة غير المنتظمة، التي تشكل جزءًا كبيرًا من القوى العاملة في مصر، غالبًا ما تعمل في ظروف تفتقر إلى الأمان والحماية الاجتماعية، ما يجعلها عرضة للمخاطر والحوادث، ويزيد غياب التأمينات الاجتماعية والرعاية الصحية المناسبة من معاناتهم ويضع أسرهم في مواجهة مستقبل غير مضمون.

⭕ إن هذا الحادث ليس الأول من نوعه، فقد شهدنا حوادث مماثلة في السابق، بينما يضع تكرار هذه الحوادث دون اتخاذ إجراءات حاسمة علامات استفهام كبيرة حول جدية الجهات المعنية في حماية أرواح المواطنين.

⭕ إن استمرار هذا النمط من الحوادث المأساوية هو نتيجة مباشرة لغياب الرقابة وغياب استراتيجية وطنية شاملة للسلامة والصحة المهنية تشمل العاملين في الزراعة، وعلى وجه الخصوص النساء اللواتي يعانين من ظروف عمل شديدة الهشاشة وغياب أي أدوات حماية أو ضمانات.

⭕ في مارس الماضي، أعلنت وزارة العمل المصرية عن صرف مبلغ 1.6 مليون جنيه كتعويضات لأسر ثمانية من العمال غير المنتظمين الذين لقوا حتفهم في حوادث متفرقة عبر ست محافظات، بواقع 200 ألف جنيه لكل أسرة.

⭕ بينما يعد هذا الإجراء اعترافًا رسميًا بتضحيات هؤلاء العمال، إلا أن المبلغ المخصص لكل أسرة لا يعكس حجم الخسارة الفادحة التي تعرضوا لها، خاصة في ظل الظروف الاقتصادية الصعبة التي تمر بها البلاد.

⭕ إن صرف تعويضات بعد وقوع الحوادث لا يُعفي الجهات المعنية من مسؤولياتها في توفير بيئة عمل آمنة وضمان حقوق العمال. يجب أن تكون هناك سياسات وقائية فعالة تهدف إلى تقليل الحوادث وتوفير الحماية اللازمة للعمال، بدلاً من الاكتفاء بتعويضات مالية بعد فوات الأوان.

⭕ نُحمّل المسؤولية الكاملة للجهات المعنية التي تقاعست عن اتخاذ التدابير اللازمة لحماية أرواح المواطنين، ونطالب باتخاذ إجراءات فورية وفعالة.

⭕ On Tuesday, April 22, 2025, the Supreme State Security Prosecution ordered the renewal of the pretrial detention of journalist Sayed Saber Said Salem in Case No. 6499 of 2024, and Nourhan El-Sayed Ahmed Daraz, a retired department head at the Directorate of Social Affairs, in Case No. 3528 of 2024, for an additional 45 days, pending further investigation. The charges brought against them include misuse of social media platforms, dissemination of false news, and membership in a terrorist organization.

⭕ قررت محكمة جنايات القاهرة المنعقدة في مجمع محاكم بدر، اليوم الثلاثاء 22 أبريل 2025، تجديد حبس الكاتب الصحفي سيد صابر سيد سالم في القضية رقم 6499 لسنة 2024، ونورهان السيد أحمد دراز، وكيلة إدارة متقاعدة بمديرية الشؤون الاجتماعية، في القضية رقم 3528 لسنة 2024، وذلك لمدة 45 يوما إضافية على ذمة التحقيقات، في تهم من بينها إساءة استخدام وسائل التواصل، ونشر أخبار كاذبة والانضمام لجماعة إرهابية.

🔴 Court Upholds Ruling Ordering “Roayah News Network” to Pay EGP 178,000 in Compensation to Journalist for Arbitrary Dismissal

⭕ On April 14, 2025, the 11th Labor Circuit of the Cairo Court of Appeal issued its ruling in Appeals Nos. 2982 and 6587 of Judicial Year 141, rejecting the appeals filed by both “Roayah News Network” and journalist Mahmoud T. The court upheld the first-instance judgment, which ordered the network to pay the journalist EGP 178,000 in compensation for arbitrary dismissal, in addition to payment in lieu of the notice period and accrued leave balance.

⭕ The journalist commenced employment with Roayah News Network on December 1, 2011, with a monthly salary of EGP 5,500. On July 29, 2022, he was denied entry to the workplace by the newspaper’s security personnel without any legal justification, in contravention of the Labor Law and the Press Regulation Law.

⭕ In July 2022, a group of dismissed journalists submitted a collective complaint to the Agouza Police Station and the competent Labor Office after being barred from accessing the newspaper’s premises. Following the failure of amicable settlement efforts, the dispute was referred to the Labor Court, where the Egyptian Center for Economic and Social Rights (ECESR) provided legal representation.

⭕ نأمل أن تُستجاب هذه المطالبات، وأن يُعاد إحياء هذا التقليد الذي كان معمولًا به في مصر خلال الحقبة الملكية، حيث كانت الدولة تعترف بعدد من المناسبات الدينية كإجازات رسمية، من بينها عيد القيامة المجيد.

⭕ إن إدراج هذا العيد ضمن الإجازات الرسمية يُعد خطوة نحو تعزيز قيم المواطنة والمساواة، ويُمكن المواطنين الأقباط من الاحتفال به بالشكل اللائق، دون أن تتعارض التزاماتهم المهنية أو التعليمية مع أداء شعائرهم ومشاركة أسرهم في هذه المناسبة العظيمة.

🔴 تأييد حكم جديد بإلزام “رؤية الإخبارية” بتعويض صحفي بـ178 ألف جنيه عن فصله تعسفيا

⭕ أصدرت محكمة استئناف القاهرة، الدائرة 11 عمال، في جلستها المنعقدة بتاريخ 14 أبريل 2025، حكمها في الاستئنافين رقمي 2982 و6587 لسنة 141 قضائية، برفض الاستئنافين المقدمين من شبكة “رؤية الإخبارية” والصحفي “محمود ط”، وتأييد حكم محكمة أول درجة القاضي بإلزام الشبكة بدفع تعويض قدره 178 ألف جنيه للصحفي عن الفصل التعسفي، ومقابل مهلة الإخطار، ورصيد الإجازات.

⭕ وكان الصحفي قد التحق بالعمل في “رؤية الإخبارية” بتاريخ 1 ديسمبر 2011، براتب شهري قدره 5500 جنيه. وفي 29 يوليو 2022، منعه أفراد أمن الصحيفة من دخول مقر عمله دون مبرر قانوني، في مخالفة لقانون العمل وتنظيم الصحافة.

⭕ وفي يوليو 2022، تقدم مجموعة من الصحفيين المفصولين بشكوى جماعية إلى قسم شرطة العجوزة ومكتب العمل، بعد منعهم من دخول مقر الجريدة. وبعد فشل التسوية الودية، أحيلت الشكوى إلى المحكمة العمالية، وترافع عنهم فيها محامي المركز المصري.

🔴 Request to the Cabinet of Ministers to Designate Easter Sunday as an Official Public Paid Holiday

⭕ A group of lawyers and citizens, including Mr. Ashraf Milad, Mr. Mohamed Abdel Azim, Engineer Adel Wasily, and Ms. Manal Sayed have submitted formal telegrams to the Cabinet of Ministers, requesting the inclusion of Easter Sunday in the list of official public paid holidays in Egypt. This request is grounded in the principles of equality in the recognition of religious occasions, respect for religious pluralism, and the right to equal citizenship.

⭕ The applicants emphasized that this is not a novel demand, but rather a revival of an established practice. During the monarchy era, the Egyptian state recognized several religious occasions as official public holidays, including Easter Sunday.

⭕ The petitioners noted that a significant number of Coptic citizens are unable to celebrate the occasion in an appropriate manner due to professional obligations in essential sectors such as legal practice, or because it coincides with academic examinations and coursework at universities and educational institutions, among other employment responsibilities. As a result, many are deprived of the ability to observe their religious rituals and to partake in the celebration with their families in a dignified and meaningful way.

🔴 طلب لمجلس الوزراء لاعتبار “عيد القيامة المجيد” إجازة رسمية عامة مدفوعة الأجر

⭕ تقدّم عدد من المحامين والمواطنين، منهم الأساتذة أشرف ميلاد ومحمد عبدالعظيم والمهندس عادل واسيلي والأستاذة منال سيد بتلغرافات رسمية إلى رئاسة مجلس الوزراء، للمطالبة بإدراج عيد القيامة المجيد ضمن قائمة الإجازات الرسمية العامة مدفوعة الأجر المواطنين في مصر، إيمانًا بمبدأ المساواة في الاعتراف بالمناسبات الدينية، واحترامًا للتعددية الدينية وحق المواطنة.
⭕ وأكد المتقدمون أن هذا المطلب لا يُعد جديدًا، بل يأتي إحياءً لتقليد معمول به سابقًا، حيث كانت الدولة المصرية في عهد الملكية تعترف بعدد من المناسبات الدينية كإجازات رسمية، من بينها عيد القيامة المجيد، وذلك بحسب وثيقة رسمية تعود لعام 1953، صدرت بنهاية الحقبة الملكية، وتضمنت منح إجازات رسمية من بينها عيد القيامة.

⭕ وأشار مقدمو التلغرافات إلى أن عددًا كبيرًا من المواطنين الأقباط يعجزون عن الاحتفال بالعيد بالشكل اللائق، نتيجة التزامهم بالعمل في مهن حيوية كالمحاماة أو تزامنه مع الامتحانات أو الدراسة بالجامعات والمؤسسات التعليمية، فضلا عن مهن أخرى، ما يحرمهم من أداء شعائرهم ومشاركة أسرهم في هذه المناسبة بالشكل اللائق.

🔴 Cairo Court of Appeals Upholds Compensation Award for Arbitrary Dismissal of Egypt Exchange Employee

⭕ On April 7, 2025, the 13th Labor Division of the Cairo Court of Appeals issued its judgment in Appeal No. 4342 of Judicial Year 141, rejecting the appeal filed by Egypt Exchange Company and affirming the ruling of the court of first instance. The judgment upheld the award of EGP 354,000 in favor of the claimant, Ahmed A., as compensation for his arbitrary dismissal, in addition to compensation for the notice period and accrued, unused annual leave.

⭕ The claimant commenced his employment with Egypt Exchange on January 1, 2009, in the capacity of Branch Manager in Aswan, earning a gross monthly salary of EGP 6,424. He was duly enrolled in the social insurance system through the Aswan Insurance Office.

⭕ He remained in service until December 12, 2023, when he was abruptly and unlawfully dismissed from his position and prevented from performing his duties. Despite multiple attempts to ascertain the legal grounds for the dismissal and to resolve the matter amicably, the company failed to provide justification or remedy.

⭕ In response, the claimant filed Administrative Police Report No. 936 of 2024 with the Aswan First Police Department in an effort to settle the dispute amicably, but these efforts were unsuccessful. He subsequently filed a direct labor lawsuit through the Egyptian Center acting on his behalf, seeking to assert his statutory rights.

🔴 تأييد حكم تعويض عامل في “مصر للصرافة” بأكثر من 350 ألف جنيه عن فصله تعسفيا

أصدرت محكمة استئناف القاهرة، الدائرة 13 استئناف عمال، في جلستها المنعقدة بتاريخ 7 أبريل 2025، حكمها في الاستئناف رقم 4342 لسنة 141 قضائية، برفض الاستئناف المقدم من بإلزام شركة مصر للصرافة، وتأييد حكم محكمة أول درجة، القاضي بتعويض العامل بالشركة “أحمد ع” بمبلغ قدره 354,000 جنيه، تعويضًا عن فصله تعسفيا، بالإضافة إلى مقابل مهلة الإخطار ورصيد الإجازات.

⭕ كان المدعي قد التحق بالعمل لدى شركة مصر للصرافة منذ 1 يناير 2009، بوظيفة مدير فرع أسوان، وكان يتقاضى راتبًا شهريًا شاملًا قدره 6,424 جنيهًا. وكان مؤمنًا عليه لدى مكتب تأمينات أسوان.

⭕ واستمر المدعي في العمل لدى الشركة حتى فوجيء بتاريخ 12 ديسمبر 2023 بإنهاء خدمته تعسفيًا، ومنعه من ممارسة عمله، وإبلاغه بفصله عن العمل، فحاول معرفة السبب الحقيقي وراء هذا التصرف المخالف للقانون، وقام بعدة محاولات ودية لإثناء الشركة عن هذا التصرف التعسفي، ولكن دون جدوى.

⭕ على إثره، توجه العامل إلى قسم شرطة أسوان وحرر محضر شرطة إداري برقم 936 لسنة 2024 إداري أول أسوان، في محاولة لتسوية الأمور وديًا، ولكن باءت المحاولات بالفشل، ما حدا به إلى التوجه إلى المحكمة العمالية ورفع دعوى عمالية مباشرة، أقامها المركز المصري وكيلا عنه، لاقتضاء حقوقه القانونية المقررة.

🔴 Egyptian Center Files Appeal to Annul Cairo Court of Appeal’s Decision to Increase Fees for Automated Judicial Services

⭕ On Thursday, April 10, 2025, the Egyptian Center for Economic and Social Rights filed an appeal before the Administrative Court of the State Council, seeking to annul the decision issued by the President of the North Cairo Court of Appeal regarding the increase in service fees for judicial services provided by the court.

⭕In its appeal—submitted by attorneys Malek Adly, Khaled El-Gammal, Sameh Samir, and Wael Ghali—the Center stated that it was surprised by the issuance of the contested decision, which increased the fees for 33 judicial services offered by the Cairo Court of Appeal. These include the registration of case pleadings, motions for renewal following dismissal, motions to resume stayed proceedings, renewal following appeals before the Court of Cassation, correction of appeal forms, joinder of parties, review of document bundles, all notifications and re-notifications, and the issuance of certified copies of judgments and expert reports, among other judicial procedures—as detailed in the contested decision.

⭕ The appeal argued that these fees were imposed without any legal basis and that the contested decision effectively required mandatory payment for the aforementioned services. As a result, the filing and registration of appeals, the continuation of appeal procedures, and the issuance of certified and enforceable copies of judgments became contingent upon the payment of these fees. The Center considered this a restriction on the right of access to justice, in violation of Article 68 of the Constitution. Furthermore, the Judicial Authority Law No. 46 of 1972 contains no provision authorizing the President of the Court to impose such fees.

⭕ وأوضح المركز في طعنه – الذي قدمه المحامون مالك عدلي وخالد الجمال وسامح سمير ووائل غالي – أنه فوجيء بصدور القرار المطعون فيه، الذي يتضمن زيادة قيمة المقابل المادي في 33 خدمة قضائية تقدمها محكمة استئناف القاهرة، ما يجعلها رسومًا جديدة إضافية إجبارية مستحدثة على كافة صحف الدعاوى القضائية عند القيد، وعريضة التجديد من الشطب، والتعجيل من الوقف، والتجديد من النقض، وتصحيح شكل الاستئناف، وإدخال الخصوم، ومراجعة حوافظ المستندات، وجميع الإعلانات وإعادة الإعلان، واستخراج صور طبق الأصل من الأحكام وتقارير الخبراء، وغيرها من الإجراءات القضائية، كما هو موضح بالقرار المطعون فيه.

⭕ وأكد الطعن أن هذه الرسوم فُرضت دون سند قانوني، وأن القرار المطعون فيه قد فرض مقابلًا ماليًا نظير الخدمات المشار إليها، وجعل هذه الرسوم إجبارية بحيث لا يمكن قيد وإيداع صحف الاستئنافات والسير في إجراءاتها واستخراج صور الأحكام واستلام الصور التنفيذية إلا بعد سداد هذه الرسوم. واعتبر المركز أن ذلك يشكل قيدًا على حق التقاضي، بما يخالف المادة 68 من الدستور، فضلاً عن خلو قانون السلطة القضائية رقم 46 لسنة 1972 من نص يخول رئيس المحكمة هذا الحق.

⭕ وأشار الطاعنون إلى ‎#الرسوم_القضائية تعد مساهمة من جانب المتقاضين مع الدولة في تحمل نفقات مرفق القضاء، وأن السبيل في ذلك هو فرض الرسوم القضائية بالأداة التشريعية المقررة دستوريًا، وأن دائرة توحيد المبادئ بالمحكمة الإدارية العليا أكدت هذا المبدأ، ما يجعل القرار المطعون فيه مخالفًا للقانون ويشكل عبئًا ماليًا إضافيًا على المتقاضين.

🔴 Joining Their Demands: Head of the Journalists’ Syndicate Challenges Constitutionality of Pension Suspension for Female Journalists Listed as Active Members

On April 6, 2025, the Third Individuals Circuit of the Administrative Court reserved for judgment several lawsuits filed by female journalists against the decision of the Chair of the National Organization for Social Insurance to suspend their entitled pensions. The suspension was based on the claim that it is impermissible to receive a pension while being listed as an active member of the Journalists’ Syndicate. The court set May 25, 2025, as the date for issuing its ruling.

During the session, a representative of the Head of the Journalists’ Syndicate joined the female journalists’ claims, supporting their right to receive the pension and contesting the constitutionality of the decision issued by the Social Insurance Authority.

The lawyer from the Egyptian Center for Economic and Social Rights—the legal representative of the plaintiffs—argued in the lawsuit that Paragraph (4), Section (Second), Article 2 of Law No. 148 of 2019 on Social Insurance, which served as the legal basis for the decision, is unconstitutional. Specifically, the lawyer challenged the inclusion of the phrase “and members of professional syndicates,” asserting that it contravenes Articles 8, 17, 76, 77, and 94 of the 2014 Constitution of the Arab Republic of Egypt.

🔴 منضما لطلباتهن.. نقيب الصحفيين يدفع بعدم دستورية قرار وقف معاش صحفيات بدعوى قيدهن بجدول المشتغلين

⭕ قررت الدائرة الثالثة أفراد في محكمة القضاء الإداري، بتاريخ 6 أبريل 2025، حجز دعاوى عدد من الصحفيات ضد قرار رئيس الهيئة القومية للتأمينات الاجتماعية وقف المعاش المستحق لهن، بدعوى عدم جواز الجمع بين هذا المعاش وبين عضوية جدول المشتغلين بنقابة الصحفيين، للحكم في جلسة 25 مايو 2025.

⭕ وخلال الجلسة، قرر ممثل #نقيب_الصحفيين الانضمام إلى طلبات الصحفيات بحقهن في الحصول على المعاش، والدفع بعدم دستورية قرار هيئة التأمينات الاجتماعية.

⭕ وتمسك محامي المركز المصري – الممثل القانوني للصحفيات المدعيات – في صحيفة الدعوى بالدفع بعدم دستورية نص البند (4) من البند ثانيا من المادة الثانية من قانون التأمينات الاجتماعية رقم 148 لسنة 2019، الذي استند إليه القرار، فيما تضمنه من تضمين جملة “وأعضاء النقابات المهنية”، لمخالفتها نصوص المواد 8، 17، 76، 77، 94 من دستور جمهورية مصر العربية المعدل لسنة 2014.

⭕ وأشار إلى أن تضمين جملة “وأعضاء النقابات المهنية” في نص البند الرابع من البند ثانيا من المادة الثانية من قانون التأمينات الاجتماعية شمل تعميما قد لا ينطبق علي جميع النقابات المهنية وطبيعة المهن التي تنظمها، إذ كان يتعين علي المشرع أن يراعي طبيعة عمل كل مهنة من المهن وعلاقة كل مهنة بالنقابة التي تنظم شئون عملها، وأن يتحرى الدقة في تمييز ما إذا كان مجرد انضمام العضو للنقابة المهنية هو دليل قطعي على أنه يعمل بتلك المهنة ويتقاضى أجرا يستوجب قطع المعاش عنه وفقا لحالات قطع المعاش من عدمه.

⭕ كما غاب عن المشرع تحديدا ووفقا للحالات محل النزاع، طبيعة عمل مهنة الصحافة وطبيعة العلاقة بين الصحفي ونقابة الصحفيين.

🔴 World Health Day | ECESR’s Recommendations for a Fair and Inclusive Health System: An Urgent Right, Not a Luxury

Coinciding with the celebration of World Health Day on April 7 of each year, the Egyptian Center for Economic and Social Rights (ECESR) affirms that the right to health is a fundamental human right and an integral part of the broader framework of economic and social rights.

ECESR emphasizes that the realization of this right requires a serious commitment from all relevant authorities to ensure the provision of comprehensive and equitable healthcare services for all citizens, with a particular focus on the most marginalized and vulnerable groups.

🟥 Accordingly, ECESR renews its call for:

➡️ Ensuring equitable access to healthcare services
➡️ Increasing budgetary allocations to the health sector
➡️ Developing the infrastructure of healthcare institutions
➡️ Strengthening preventive and public health awareness programs
➡️ Updating and reforming health legislation
➡️ Prioritizing the mental and psychological well-being of workers

🟥 ECESR further stresses the importance of integrating workers’ mental health into occupational health and safety standards. To this end, the center has issued a policy paper entitled:
"Workers’ Mental and Psychological Health: The Forgotten Right in Occupational Health and Safety Standards."
The paper sheds light on the psychological pressures faced by workers due to prevailing economic and social working conditions, and calls for urgent legal reform to incorporate mental health as a core component of occupational safety standards. It also advocates for the adoption of preventive policies that ensure a psychologically and physically safe working environment.

🔴 اليوم العالمي للصحة | توصيات من المركز المصري لنظام صحي عادل وشامل: حق عاجل وليس رفاهية

تزامنًا مع الاحتفال باليوم العالمي للصحة في 7 أبريل من كل عام، يؤكد المركز المصري للحقوق الاقتصادية والاجتماعية أن الحق في الصحة هو حق أساسي من حقوق الإنسان، وجزء لا يتجزأ من منظومة الحقوق الاقتصادية والاجتماعية.

ويشدد المركز على أن تحقيق هذا الحق يتطلب التزامًا جادًا من الجهات المعنية لضمان توفير خدمات صحية شاملة وعادلة لجميع المواطنين، مع التركيز على الفئات الأكثر تهميشًا واحتياجًا.

🟥 ويؤكد المركز على أهمية إدماج الصحة النفسية والعقلية للعاملين في معايير الصحة والسلامة المهنية، حيث أصدر ورقة سياسات بعنوان:
"الصحة النفسية والعقلية للعامل: الحق المهدر من معايير الصحة والسلامة المهنية"
تسلط الضوء على الضغوط النفسية التي يتعرض لها العمال نتيجة لظروف العمل، وتدعو إلى تحديث التشريعات المصرية لتشمل الصحة النفسية، وتبني سياسات وقائية تضمن بيئة عمل آمنة نفسيًا وجسديًا.

⭕ On a summer night in July 2020, Ahmed Hesham Shahin, known among his friends as “Bahar” (Sailor), was preparing to attend a match of his favorite club, Zamalek. As an active member of the Ultras White Knights, stadiums were his second home, and chants were his means of expressing passion. However, that night took a different turn when security forces arrested him, charging him with membership in a banned group, spreading false news, and misusing social media platforms. Since then, he has remained in pretrial detention, exceeding twice the legally permitted period.

⭕ “Bahar” was not the only one to face such legal circumstances. In April 2023, following a match played by Al Ahly at Cairo International Stadium, Ahmed Mamoun Shaker Abou El-Rous and Ali Osman Ali were arrested and initially held at Nasr City Police Station for two days. Despite the prosecution’s decision to release them on bail, they were subsequently transferred to the Supreme State Security Prosecution, which charged them with membership in a terrorist organization, financing unlawful activities, spreading false news, and misusing social media platforms. They were placed in pretrial detention under Case No. 508 of 2023 (Supreme State Security), with their detention repeatedly extended, nearing the legal maximum duration permitted for pretrial detention.

⭕ In October 2024, the Cairo Criminal Court renewed the detention of Basel Suleiman Abdel-Badie, a young university student, for 45 days under Case No. 744 of 2022, widely known as the “Ultras Ahlawy 2” case. He was charged with membership in a terrorist group, misuse of social media, and dissemination of false news.

⭕ These cases reflect a broader pattern concerning football supporters in Egypt. In May 2023, the Supreme State Security Prosecution extended the detention of 72 Al Ahly fans for 15 days pending investigations, accusing them of attempting to revive the legally banned Ultras Ahlawy group.
